Ukraine introduces a quota for the export of poultry meat to EU
Amounting to approximately 137,000 tonnes starting from July 1.
KYIV. June 3 (Interfax-Ukraine) – The Ukrainian government, as part of its commitments in the trade liberalization with the EU, has introduced a quota for the export of poultry meat and by-products to EU countries, amounting to approximately 137,000 tonnes starting from July 1.
According to Government resolution No. 612 dated May 30, published on the government portal, the quota for the supply of poultry meat and edible by-products, specifically chickens, geese, ducks, and guinea fowls (tariff heading code 0207), is set at 133,280 tonnes, and for turkey meat and edible by-products (tariff heading code 0207 24-27) at 3,760 tonnes.
The Ministry of Economy will review applications for export licenses to the EU within 10 days. Permits will be issued based on applications and approvals provided by the Ministry of Agrarian Policy and Food.
During martial law, the submission and processing of documents by applicants are carried out electronically through relevant information and communication systems (the Ministry of Economy's electronic services portal, the Unified State Web Portal of Electronic Services).
The licensing regime for the export of quota goods to EU countries is mandatory, even if the non-resident counterparty under the foreign economic agreement (contract) is registered in the EU.
At the same time, the quotas for "Poultry meat and edible by-products: domestic chickens, ducks, geese, guinea fowls," excluding the reserve quota of 1,400 tonnes for new exporters, and "Turkey meat and edible by-products" are distributed by the Ministry of Agrarian Policy and Food among exporters in proportion to their actual export volumes to the EU in the first quarter of 2024. Exporters must provide information on their actual export volumes of these products for the first quarter of 2024, along with supporting documents, to the Ministry of Agrarian Policy and Food by June 25, 2024.
The reserve quota of 1,400 tonnes will be allocated among exporters who did not export these products in the first quarter of 2024.
If there is any unused quota volume as of November 1, 2024, it will be distributed among exporters in proportion to their actual export volumes of these products to EU member states for the first three quarters of 2024.
As reported, the EU Council on May 13 finally approved the extension of the regime of autonomous trade measures for another 12 months, until June 5, 2025. At the same time, restrictions on duty-free supplies of certain agricultural products, including poultry meat, eggs, sugar, oats, cereals, corn, and honey, were introduced, limited to the average export volume for the period from the second half of 2021 to the end of 2023.
