Ukraine: long-term development plan for the Irrigation

The plan provides for the completion of the institutional reform of the irrigation infrastructure management system, stimulating investments in the restoration, modernization and development of existing and construction of new irrigation infrastructure and the accumulation of water resources. The involvement of additional reclaimed land in agricultural production will be one of the main factors in ensuring the country's food security.

The Cabinet of Ministers of Ukraine adopted Resolution No. 280-r “On Approval of the Long-Term Development Plan for the Irrigation Complex of Ukraine until 2050”.

The main developer is the Ministry of Agrarian Policy and Food of Ukraine. The developer of the document is the State Agency of Ukraine for the Development of Land Reclamation, Fisheries and Food Programs.

The document was approved with the support of the Directorate-General for Neighborhood Policy and Enlargement Negotiations of the European Commission as part of ensuring the implementation of the European Union initiative “Ukraine Facility”, introduced by the Regulation of the European Parliament and the Council of the EU.

“The main goal of the plan is to create an effective irrigation sector, the management of which will be carried out with the participation of water user organizations (WUO). This should ensure highly efficient, sustainable and environmentally friendly farming in the face of climate change. It will also contribute to solving the strategic task of strengthening and developing Ukraine's position as one of the world leaders in food production and export. Let me remind you that the restoration of irrigation systems and irrigation is one of the priorities of the Ministry of Agrarian Policy," emphasized the Minister of Agrarian Policy and Food of Ukraine, Vitaliy Koval.

The main goal, objectives and principles of the plan are consistent with the Irrigation and Drainage Strategy, the Water Strategy of Ukraine for the period until 2050 and the Law of Ukraine “On Organizations of Water Users and Stimulation of Hydrotechnical Land Reclamation”.

For reference: Currently, 143 irrigation systems, with a service area of ​​1,053.9 thousand hectares and 297 drainage systems, with a service area of ​​390.4 thousand hectares, are under the management of the State Fisheries Agency.
