Ukraine will review special duty on rose imports
Special measures for the import of fresh cut roses into Ukraine, regardless of the country of origin, and export due to the expiration of their validity.
KYIV. April 24 (Interfax-Ukraine) – The Interdepartmental Commission on International Trade has initiated a review of special measures for the import of fresh cut roses into Ukraine, regardless of the country of origin, and export due to the expiration of their validity.
As noted in the decision of the commission dated April 12, which came into force on April 17 and was published in the Uriadovy Kurier newspaper, Ascania-Flora LLC proposed extending the special duty on imports of roses to Ukraine, introduced three years ago: the amount of the duty in the first year of its actions - 56%, in the second - 44.8% and in the third - 35.84%.
The Ministry of Economy provided the results of its consideration of this appeal, according to which the use of special measures had a positive impact on the activities of the domestic manufacturer, but did not completely eliminate the consequences of the damage caused to it.
The commission came to the conclusion that the Ascania-Flora statement contains enough information that indicates that the domestic manufacturer is in the process of adapting to competitive conditions.
Thus, the it decided to revise special measures for the import of fresh roses to Ukraine (foreign economic activity code 0603 11 00) and their export and entrusted it to the Ministry of Economy.
As reported, the decision of the commission dated April 16, 2021 to introduce a special duty on the import of roses was published in the Uriadovy Kurier newspaper on April 21 of that year and came into force 30 days from the date of publication.
According to the State Statistics Service, in January-February of this year, the import of fresh cut roses to Ukraine amounted to 470,080 pieces, or 20.6 tonnes worth $149,000. Their main supplier is Ethiopia – 392,430 pieces worth $2.104 million. Other suppliers include (in descending order) Kenya, Ecuador, the Netherlands and Colombia.
In turn, Ukraine exported 72,650 roses worth $50,700 to Lithuania and Moldova in two months.
