2023-2024 - Development of capacity for the creation of Water User Organization WUO in Volyn region
On September 15th the PSD-project "Development of capacity for the creation of WUO for water resources management for sustainable agricultural production in the Volyn region" has been started. It is financed by the Government of the Netherlands (RVO). The project was initiated by the NGO Primavera and formulated with support of the Dutch Embassy in Ukraine and the regional water management organization. NGO Primavera is implementing the project in cooperation with regional authorities and experts from the Institute of Water problems and Land Reclamation and National University of Water and Environmental Engineers.
15 вересня 2023 року стартував PSD-проект «Розвиток потужності для створення організації водокористувачів (ОВК) з управління водними ресурсами для сталого аграрного виробництва у Волинськай області». Проект фінансується Урядом Нідерландів (RVO). Проект ініційований МГО «Прімавера» та розроблений за підтримки Посольства Нідерландів в Україні та регіонального офісу водних ресурсів у Волинській області. МГО «Прімавера» реалізує проект у співпраці з органами влади на обласному рівні, фахівцями Інституту водних проблем і меліорації та Національного університету інженерів водного господарства та природокористування.

The goal of the project is to prepare and support the creation of a local water management organization following the Water User Organization WUO concept, developed for local irrigation water management. The pilot area isin the Kolodyazhnenska territorial community (TC) in Volyn region, characterized by combined drainage and irrigation needs. It concerns the Krychevitska drainage system, where agricultural producers have an important role as water users and as income providers. The WUO Law will be tested in that pilot to discover the gaps (in knowledge and regulatory framework), look for solutions and advice to ensure sustainable agriculture through local water management. The project activities will include: engagement of regional and local stakeholders to discuss the problems and needs on operation and maintenance of the drainage system that regulated water for agriculture, flood management and nature protection ; testing via dialogue with local stakeholders the main statements of the existing WUO Law to promote the establishment of WUO in the pilot area ; conducting the trainings on the institutional and technical aspects of the water management on the drainage systems and agriculture practice according to the European standards; finding the knowledge gaps to support further trainings for further establishment of WUOs and improvement of legislation of WUO for the multifunctional drainage systems by learning from Dutch experiences . The main outcomes of the project will be a Strategy and the Road map on establishment of the WUO for the pilot drainage system in Kolodyazhnenska TC that can be used also for other multifunctional drainage systems in Volyn and other regions of Polisse zone. |
Метою проекту є підготовка та підтримка створення організації з управління водними ресурсами на місцевому рівні – ОВК. Пілотна територія проекту знаходиться в Колодяжненській територіальній громаді Волинської області, яка характеризується комбінованими потребами у водовідведенні дренажних вод та у водопостачанні на зрошення. Прикладом такої системи є Кричевичівська дренажна система, на території функціонування якої сільгоспвиробники відіграють важливу роль як водокористувачі та як платники податків до місцевих бюджетів. У пілотному проекті буде протестовано процес створення ОВК для виявлення слабких/спірних питань (у нормативно-правовій базі, зокрема) та пошуку рішень для їх вирішення для забезпечення сталого сільського господарства та ефективного управління водними ресурсами на місцевому рівні. Основні завдання проекту: залучення регіональних та місцевих зацікавлених сторін до обговорення проблем і потреб щодо експлуатації та обслуговування дренажної системи, яка регулює водопостачання для потреб сільського господарства, боротьби з повенями та охорони довкілля; тестування з місцевими зацікавленими сторонами основних положень чинного Закону про ОВК для сприяння створення такої організації на пілотній системі проекту; проведення тренінгів з інституційних та технічних питань управління водними ресурсами на дренажних системах та практики ведення сільського господарства відповідно до європейських стандартів; виявлення прогалин у знаннях для проведення серії подальших тренінгів щодо питань створення ОВК та вдосконалення законодавства для багатофункціональних дренажних систем шляхом вивчення голландського досвіду. Основними результатами проекту є розроблення Стратегії та Дорожньої карти щодо створення ОВК для пілотної дренажної системи в Колодяжненській ТГ. Результати проекту можуть бути використані також для інших багатофункціональних дренажних систем на Волині та в інших регіонах Поліської зони. |
Results of the PSD project on starting WUO’s in Volyn Oblast
Can the Dutch Water Board model contribute to the Ukrainian economy and create business opportunities for the foreign and local water and agricultural sector?
The project "Development of capacity for the creation of Water User Organization WUO in Volyn region" with support of the Dutch Goverment was implemented by NGO Primavera, in the Krychevychivska drainage system in the Kolodyazhnenska Territorial Community (Volyn Oblast). Local stakeholders concluded that the Dutch Water Board model, claimed to be the oldest democracy in the world, could be used as inspiration to solve the challenges of local water management.
Two models for local water management circulate in Ukraine. For irrigated areas legislation has been adopted to initiate Water User Organizations. In this model the property rights of the irrigation water infrastructure are transferred to the local water users. Local farmers can become responsible for operation, maintenance and modernization of the system. Problem is that the main irrigation systems are under Russian occupation and destroyed to a large extend.
The second model for local water management is for drainage areas in the humid and semi humid regions in Ukraine. Here the Government remain in control of the water infrastructure by the regional water management organizations that belonged to the State Agency of Water Resources or recently transferred to the State Agency of Melioration and Fishery. The drainage and water infiltrations systems are more than 50 years old, use much energy and need to be adapted to current and future climate change to safeguard current and increase future crop yields and support a Rural development. The problem is that UA Governmental instuments for modernising the water infrastructure are limited.
The project concluded that transfer of local water management infrastructure to local users was not possible under the current WUO legislation because many land and water users benefiting from the water infrastructure are non-agricultural (flood management, environment water flow regulation, water quilt monitoring and water treatment). Learning about the unique Dutch Water Board model the local farming community expressed the wish to invest in the modernization, operation and maintenance of then drainage – irrigation system to increase their profit and to contribute to the Ukrainian economy. Besides, in parallel with modernization of the drainage infrastructure and institutional set-up, the innovative Dutch technologies on agriculture and agribusiness can be shared in framework of the B2B exchange to support introduction of the green deal principles in the local agriculture practices that provides reduction of the CO2 emission on the peat soils.
As a result of the project implementation there is a concent that the Dutch Waterboard Model could contribute to the Ukrainian economy and create business opportunities for the foreign and local water and agricultural sector. Therefore the project coordination team will prepar a related follow-up project for broad capacity building for Volyn and other western regions.

28.02.2024 - Final workshop of the project "Capacity building for the establishment of water management WUOs for sustainable agricultural production in the Volyn region", supported by the Dutch government and organised by the NGO Primavera.
During the workshop the results of the implementation of the pilot project in Kolodyazhna community and to discuss the road map for the creation and development of the capacity of the water user organization (WUO) for the operation of multifunctional drainage systems of dual regulation in Volyn within the framework of the current legislation. Also taking into account the state and problems of the use of the Krychevych drainage system and the views of stakeholders at the local level regarding various aspects of the sustainable development of the community territory.
2023.09.21-22- The first mission/working meetings / Перші робочі зустрічі у рамках проекту

The first mission/working meetings were held on September 21-22, 2023. in Volyn Oblast State Administration and in the Kolodyazhne TC with the participation of stakeholders at the regional and local levels. The purpose of the meetings was to present the project, engage participants in dialogue, discuss the problems of the pilot area of the project and conduct the first training of stakeholders at the local level on the legislative and regulatory framework for the creation of WUOs. Following the meeting, the participants agreed to establish an ongoing dialogue for the successful implementation of project tasks and close cooperation with a group of stakeholders, as well as conducting further trainings on the issues of functioning of WUOs on drainage systems, tariff system, innovations, restoration of monitoring facilities on systems, etc. In addition, the participants noted the importance of studying and implementing the experience of the Netherlands regarding the improvement of water resources management in the territories of the pilot project with the further implementation of this experience in the territories of other drainage systems in other communities and regions of Ukraine. |
Перші робочі зустрічі у рамках проекту відбулися 21-22 вересня 2023 року у Волинській обласній державній адміністрації та у Колодяжненській ТГ за участю зацікавлених сторін на регіональному та місцевому рівнях. Метою робочих зустрічей була презентація проекту, залучення учасників до діалогу, обговорення проблем пілотної території проекту та проведення першого тренінгу зацікавлених сторін на місцевому рівні щодо законодавчої та нормативної бази створення ОВК. За підсумками зустрічі учасники домовилися налагодити постійний діалог для успішної реалізації завдань проекту та тісної співпраці з групою зацікавлених сторін, а також проведення подальших тренінгів з питань функціонування ОВК на дренажних системах, тарифоутворення, інноваційних технологій, відновлення засобів моніторингу на системах тощо. Крім того, учасники відзначили важливість вивчення та впровадження досвіду Нідерландів щодо покращення управління водними ресурсами на територіях пілотного проекту з подальшим впровадженням цього досвіду на територіях інших дренажних систем в інших громадах та регіонах України. |
