Strategy of Agriculture and Rural development of Ukraine - 2030
The Strategy for the Development of Agriculture and Rural Areas in Ukraine for the period until 2030 and the operational plan of measures for its implementation in 2025-2027 have been approved in November 2024.
The strategy presents the focus areas for Dutch-Ukrainian Cooperation.

The document contains 7 strategic goals, each of which includes a vision and sub-goals. Their implementation is expected by 2030.

Goal 1. Development of an inclusive policy for the development of agriculture and rural areas: institutional capacity.
Vision:
Policy formulation and implementation in the field of agriculture, sanitary and phytosanitary measures and rural development is in line with EU principles.
The Ministry of Agrarian Policy and Food of Ukraine will strengthen its capacity in analytics and policy-making, as well as in the field of the European Integration.
State institutions in the agricultural sector will be reformed in accordance with the common agricultural policy of the EU.

State institutions in the agricultural sector will be reformed in accordance with the common agricultural policy of the EU.
As part of this goal, the Law on the State Agrarian Register will also be adopted. It is planned that more than 80% of state support for agriculture will come through State Agrarian Register (DAR - Державний аграрний реєстр (dar.gov.ua)). Amending legislation and creating a payment agency that will ensure timely and accurate payment of support to agricultural producers.

Goal 2. Ensuring public needs for high-quality, nutritious and safe food products: achieving food security.
Vision:
Ukraine ensures the adequate level of food security at the national level and is on of the guarantors of global food security.
Food systems function in accordance with the principles of sustainable development fand reduce the negative on the environment.
Food safety policy and standards for controlling sanitary and phytosanitary measures (SPS) are fully harmonized with the EU requirements.

It is envisaged to adopt a comprehensive EU food safety policy and control standards in the field of sanitary and phytosanitary measures (SPF), which are fully harmonized with EU requirements.

Goal 3. Ensuring the sustatinability of the agricultural sector: maintaining a stable and fair income of producers, increasing their competitiveness.
Vision:
Agriculture is being restored and improved after the war.
Reconstruction and creation of new food systems is taking place, the share of goods with higher added value is increasing. All agricultural producers, regardless of size, receive a fair income.
Access to financing is transparent and inclusive, particularly for small producers.
- Supporting the recovery and sustainability of the agricultural sector.
- Limiting the amount of support per producer of agricultural products.
- Ensuring competitive policy.
- Strengthening the role of the producers’ organizations, development of the market infrastructure.
- Ensuring a fair income for all producers.
- Reducing investment risk/increasing access to financing.
- Promotion of trade and diversification of exports.
- Attraction foreign direct investments.
- Reducing the income gap in agriculture.
- Increasing productivity and diversification of agricultural activities manufacturers.
- Development of the system of geographical indications.
- Water resources management – fisheries and aquaculture.
Programs will be implemented to support liquidity, state guarantees, as well as grant funding, mitigation or partial reimbursement of costs to overcome the consequences of the war. Support of stable income of farms. Strengthening market orientation and increasing competitiveness.

Goal 4. Effective use of land: demining, land reform.
Vision:
Contaminated land plots are brought to a condition suitable for use.
The land market operates on the basis of transparency and openness, sustainable and efficient land use is encouraged.

- Promoting sustainable development and efficient use of soil. Air, water, including by reducing dependence on chemicals.
In particular, further functioning of the land market, development of monitoring of the land market and creation of an automated system of public monitoring of land relations are envisaged. It is planned to create and ensure the functioning of a national geoportal, which will become a source of accurate, reliable, up-to-date and, most importantly, official data on geospatial objects. The goal also involves sustainable development and efficient use of soil, air and water, including by reducing dependence on chemicals.

Goal 5. Climate-oriented agriculture: climate mitigating and adapting to climate change.
Vision:
Post-war agricultural development is considering climate change.
Agricultural producers use natural resources efficiently.
Fertilizers and plant protection producers are applied in accordance with the EU requirement, and the level of their use does not exceed the corresponding level in the EU countries.
Organic production is growing.
Controls over the use of GMOs are being tightened.

- Preventing biodiversity loss, improving ecosystem services and preserving habitats and landscapes.

- Legislation of GMO.
The goal includes the development of water supply for land irrigation, climate-oriented agriculture, organic production, circular/sustainable bioeconomy, and bioenergy.
Also, measures will be aimed at preventing the loss of biodiversity, improving ecosystem services and preserving habitats and landscapes. Implementation of simplified seed registration, prevention of spreading of GMO seeds outside the EU seed catalogs.

Goal 6. Modernization of the agricultural sector: development of processing, innovation, digitization and knowledge exchange.
Vision:
An effective system of innovation transfer and dissemination of modern technologies for the production and processing of agricultural products has been created.
Successful commercialization of research and development results, optimization of business processes and increased efficiency of resource use due to the digitalization of processes and use of artificial intelligence.
- Promotion of the development of processing enterprises.
- Integration of research, education and consultancy.
- Support for rural business development and agricultural advisory services.
- Improving access to research, innovation, knowledge sharing and encouraging its use and learning.
- Digitalization.
It is envisaged to promote the development of processing enterprises, improve access to research and innovation. Support for rural business development and agricultural advisory services, digitization of the industry.

Goal 7. Creating conditions for the development of the rural areas.
Vision:
Rural areas are becoming comfortable places to live and do business thanks to the development of infrastructure, including digital infrastructure.
Women successfully develop business project on equal and non-discrimination terms and take an active part in community development.
The share of young people working in rural areas is growing.
