Highlights from China's 2025 Government Work Report
During the Two Sessions, China's premier Li Qiang delivered the 2025 Government Work Report. This report is a policy roadmap for the year ahead. In the Government Work Report, the development of agriculture and international cooperation have received significant attention. Below the main points mentioned in the report.
Agriculture: Promote Rural Revitalization and Strengthen the Foundation of Food Security
Giving priority to the development of agriculture and rural areas, improve policies to strengthen, benefit, and enrich agriculture and farmers, and push rural revitalization.
Ensure the Stable Supply of Agricultural Products
- Continuously stabilize the sown area of grain, with a focus on increasing unit yield and optimizing quality.
- Further expand the planting area of soybeans and enhance the potential for increasing the production of oilseed crops.
- Ensure the stable production and quality improvement of cotton, sugar, and rubber.
- Support the healthy development of the livestock and fishery industries.
- Actively develop the modern facility agriculture industry and make full use of various resources to broaden the food supply.
- Strictly adhere to the red line of cultivated land, promote the construction of high-standard, high quality farmland, and intensify the construction of water conservation facilities and irrigation areas.
- Implement the seed industry revitalization action.
- Accelerate the promotion and application of agricultural machinery and agricultural scientific and technological achievements.
- Stabilize agricultural product prices, initiate the horizontal inter-provincial benefit compensation mechanism between grain production and sales areas, and strengthen the foundation of national food security.
Strengthen and expand the Achievements in Poverty Alleviation
Focus on enhancing monitoring and assistance, preventing the occurrence of large-scale return to poverty or new poverty. Expand various types of assistance cooperation, improve the long-term asset management mechanism, optimize the assistance policy system, and continuously enhance the internal development of poverty-alleviated areas and people.
Promote Rural Reform and Development
- Strenghten and improve the basic rural management system, carry out the pilot of extending the second-round land contracts for another 30 years, and improve the circulation mechanism of the right to operate on contracted land.
- Develop the new rural collective economy, innovate rural investment and financing models, and cultivate and strengthen the rural talent pool.
- Promote various rural reforms, fully tap into the resource advantages of local specialties, and develop the forest-based economy.
- Strengthen the construction of rural civilization, continuously improve rural infrastructure, public service levels, and the living environment, and build livable, business-friendly, and harmonious rural areas.
International Cooperation: Expand Opening-up and Promote the High-quality Development of the Belt and Road Initiative
The work report states that it is necessary to further expand high-level opening-up, to promote the high-quality development of the Belt and Road Initiative in a deeper and more practical way, and to strengthen practical cooperation with countries in the fields of infrastructure, construction, tourism, economy and trade, etc. To fully utilize the "super connector" role of Hong Kong and Macau, to deepen exchanges and cooperation with countries around the world, to boost global economic development, and to jointly build a more open, inclusive, balanced, and beneficial global economic governance system.
