Recently, the General Administration of Customs of China (GACC) published two notifications which are relevant for oversea food establishments. The first update contains an ease of import rules for some food products. The second update contains a list with updates HS codes.

1. China Eases Import Rules for Some Food Products

On November 12 2024, GACC announced an update that will make it easier for overseas food exporters to send certain products to China. Specifically, the following food items will no longer require an animal and plant quarantine import permit:

  • Preserved meat products
  • Casings
  • Dairy products
  • Fishery products
  • Bird’s nests for human consumption

As long as these products come from overseas food manufactures, which are registered with GACC (in Cifer) in the countries that have market access to China, importers won’t need to apply for a quarantine import permit. They can directly import these products into China.

This is the second time in 2024 that GACC has removed import permit requirements. Earlier this year, in June, the same changes were made for products like plant-based feed, plant-based fertilizers and cultivation media, plant-based Chinese medicinal materials, tobacco leaves, fresh vegetables, fish meal for feed, and animal hides.

2. GACC has updated some HS codes for specific products

Soybean:

  • soybeans for seed, HS code: 1201.1000;
  • non-genetically modified yellow soybeans (not for seed), HS code: 1201.9011;
  • modified yellow soybeans (not for seed), HS code: 1201.9019.

Coffee bean:

  • unroasted beans (not decaffeinated), HS code: 0901.1100;
  • unroasted beans (decaffeinated), HS code: 0901.1200;
  • roasted beans (not decaffeinated) , HS code: 0901.2100;
  • roasted beans (decaffeinated), HS code: 0901.2200.

Wheat:

  • durum wheat and mixed durum wheat, for seed, HS code: 1001.1100;
  • other durum wheat, not for seed, HS code: 1001.1900;
  • other wheat and mixed wheat, for seed, HS code: 1001.9100;
  • other wheat and mixed wheat, not for seed, HS code: 1001.9900.

Frozen and chilled beef:

  • whole head or half head of frozen beef, HS code: 0202.1000;
  • frozen beef with bones, HS code: 0202.2000;
  • frozen boneless beef: HS code: 0202.3000;
  • whole head or half head of chilled beef, HS code: 0201.1000;
  • chilled beef with bones, HS code: 0201.2000;
  • chilled boneless beef: HS code: 0201.3000.

Frozen chicken:

  • frozen chicken wings (excluding wing tips), HS code: 0207.1421;
  • frozen bone-in chicken pieces, HS code: 0207.1411;
  • frozen chicken feet, HS code: 0207.1422.
