Export to Indonesia: Prior Notice

On July 4, 2024, the Indonesian Quarantine Agency (IQA) notified the World Trade Organization (WTO) of their plans to issue a new regulation on Quarantine Documents and Seals under notification number G/SPS/N/IDN/149 (see 2024.07) . This regulation has now been officially issued as Peraturan Badan Karantina Indonesia Nomor 9 Tahun 2024 tentang Dokumen dan Segel Karantina (Regulation of the Indonesian Quarantine Authority Number 9, Year 2024, regarding Quarantine Documents and Seals.

Key provision of this regulation include the requirement for specific documents when importing animals and animal products, fish and fish products, and plants and plant products into Indonesia:

Prior Notice : This document provides preliminary information about commodities destined for Indonesia and must be submitted by the exporting country to the Indonesian Quarantine Authority before the shipment departs. The consignor in the country of origin is responsible for drafting, signing, and submitting the prior notice (Article 10) for plant, fisheries, and animal products (Articles 2-4), along with import requirement documents , according to the format and information in Annexes I and II. The data required is in accordance with what is stated in the regulation No 9/2024. By paying attention to Chapter II Article 5 with the output of Document K-1.2. Additional information, including a user manual for the portal used to apply for prior notice, is available: PRIOR NOTICE (karantinaindonesia.go.id).

The requirement for prior notice for all other commodities (animal/animal products, fish/fish products, and plant/plant products) specified in the IQA’s Regulation Number 1 of 2024 will be implemented gradually (soft implementation) starting October 6, 2024. Full enforcement will take effect six months after the stipulation of IQA’s Regulation Number 09 of 2024 (on August 6, 2024).

IQA ensures that submitting a prior notice on the website will be straightforward and not difficult. LVVN is in ongoing discussions with Indonesian authorities and will provide updates. LVVN council at the Dutch Embassy in Jakarta is aware that the IQA intends to implement these requirements starting October 6, 2024.
