PRIMAFF Symposium on agricultural innovation systems in Tokyo

On Wed 22 January, a symposium "Connected, Expanded and Changed in Agriculture through Innovation Insights from Japan, the Netherlands and global trends" was organized by the Policy Research Institute of the Ministry of Agriculture, Forestry and Fisheries (PRIMAFF). Professor Laurens Klerkx of WUR gave a keynote presentation about the Opportunities and Challenges for Agricultural Innovation Systems. Dr. Evert Jan Krajenbrink, Agricultural Counsellor of the Netherlands Embassy in Japan, gave a presentation about how innovation is created in the Netherlands through Public-Private Partnerships. Both speakers highlighted the new strategy for circular agriculture and the Japanese translation of the Vision document (see below).

Introduction

Following informative presentations by all invited experts, there was a lively panel discussion on how to promote agricultural innovation in Japan, taking into account international best practices such as from the Netherlands. Technologies are available but implementing them to increase self-sufficiency is a challenge. Dr. Shingo Kimura, former Economist at OECD Trade and Agriculture Directorate (Now working at Asian Development Bank), another keynote speaker, shared useful insights from the OECD report on Japan's agriculture, released in May 2019. The speakers discussed a number of useful suggestions for Japan, which included the need to make a transition from a linear technology adoption perspective to a system innovation perspective, to adopt a more cross-sectoral and demand-driven approach in agricultural policy, to enhance competition in agribusiness, and to stimulate farm productivity improvement through decoupling of subsidies from land ownership, further land consolidation and use role models in farming communities.
