About Us
Our agricultural office is part of the Netherlands Agricultural Network (LAN) and is committed to the internationalization of the Dutch agricultural and nature domain.
We are available for companies, entrepreneurs and knowledge institutions from the agricultural sector in all links of the chain: from starting material (seed, animal feed) and primary products to end products, but also the processing industry, supply, technology, services, trade and logistics. In addition, we translate relevant policy and objectives of the Ministry of Agriculture, Fisheries, Food Security and Nature of the Netherlands (LVVN) in areas such as food supply and biodiversity into the local context, guided by the United Nations' Sustainable Development Goals.
Among other things, we can help with:
- find tailor-made market information
- obtaining information about laws and regulations
- support veterinary and phytosanitary trade barriers
- finding business partners and starting collaborative projects

Team Members
Frank Buizer - Agricultural Counsellor
Starting in September 2020, I am currently working as the Agricultural Counsellor for Uganda and Rwanda at the Netherlands Embassy in Kampala. Before starting as an Agricultural Counsellor, I worked as the Private Sector Development coach at the Netherlands Enterprise Agency (RVO) for Zimbabwe, Zambia, Uganda and Rwanda. Both Uganda and Rwanda are countries with a lot of agricultural potential so further linking the Netherlands to sustainable and innovative developments motivates me a lot.

Innocent Matabishi - Agricultural Advisor
After 9 years (from November 2005 to November 2014) with SNV, where I was involved in Dairy and Beekeeping Value Chains Development, I joined the Embassy of the Kingdom of the Netherlands in Rwanda in February 2015, as Agricultural Advisor. My passion to link Dutch knowledge, Expertise and Agribusinesses to the Rwandan Market, has been driving me to date. I am proud of being part of the Agri-Team that is humbly following up on your requests. A plus!
Bas Ooteman - Policy Support Officer
My name is Bas Ooteman and in February 2024, I started as Agricultural officer for Uganda and Rwanda. After living in Kampala for half a year, being self-employed, I got the opportunity to start working for the Netherlands embassy in Kampala. I will be working closely with Frank and Innocent, both on the administrative side as well as on in depth topics, like sustainable agricultural practices. I will stay up-to-date on the state of agriculture in Uganda and Rwanda, and will make sure to keep the you updated as well.
