Main measures in force as of 6.04.2020

All passenger flights to/from the Netherlands are suspended for a period of 14 days starting with April 5, 2020, 23.00. The same for Austria, Belgium, Swiss Confederation, United States of America, United Kingdom and Northern Ireland, Turkey and Iran and from these countries to Romania. For the transport of seasonal workers from Romania to other states, irregular (charter) flights CAN BE performed by all airline operators, with the approval of the competent authorities of the destination country (except for workers in health and social assistance).

The international road transport services for passengers are suspended for the whole duration of the state of emergency in relation to: Italy, Spain, France, Germany, Austria, Belgium, Swiss Confederation, United Kingdom of Great Britain and Northern Ireland, United Kingdom, the Netherlands and Turkey.

Rules for truck drivers are eased/clarified:

At the entrance into Romania, drivers of freight transport vehicles with maximum authorized capacity larger than 2.4 tonnes, who have no symptoms associated to COVID-19, fill in a declaration on their own responsibility, in which they declare the location where they can be contacted between travels. They are not subject to home isolation measures/quarantine, under the condition that the employer provides them with individual protection materials against COVID-19.

These apply accordingly also to EU drivers (> 2.4 tonnes) moving for professional reasons from Romania to another EU Member State and vice versa, regardless of whether they are travelling by the freight transport vehicle or by individual/own means. They must present, at the entrance into Romania, an employee certificate endorsed by the employer.

Drivers of freight transport vehicles > 2.4 tonnes who transit Romania are not obliged to fill-in the epidemiological declaration, if they follow these minimal conditions:
a) they only use the transit corridors and border crossing points at the ends of these corridors which are approved by the RO authorities, any deviation from these being prohibited;
b) the transit of the territory of Romania is made in the minimum time, without exceeding 48 hours from entering Romania, including periods for daily rest;
c) the parking of the vehicle is done exclusively in parking lots located on the transit corridors, and which are specifically marked.
(2) In case of non-compliance, the driver will be forced to enter quarantine for 14 days and bearing the related costs. The vehicle can be taken in this case by a representative of the owner.
(3) Upon entering Romania, the driver is obliged to apply a sticker on the windscreen, made available by the authorities and keep it on during transit.

Main measures in force as of 3.04.2020

•Borders continue to be closed for persons who are not citizens of the EU, Switzerland or the European Economic Area; some exceptions: residents, relatives of Romanian citizens, diplomats and expat workers.

•All persons entering Romania from “red areas” (including the Netherlands as of 3.04.2020) are placed into institutionalised quarantine for 14 days. •New Military Ordinance no.4/29.03.2020:

After entering Romania, drivers of vehicles with a capacity larger than 2.4 tonnes will go into quarantine/isolation for maximum 14 days, between the travels. Important clarifications

Clarification of rules for truck drivers entering Romania. Truck drivers (>2.4 tonnes) are obliged to go into self-isolation/quarantine ONLY until the moment they leave again for the next shipment (which can be even 1 day after they entered Romania). Therefore, their work is not affected by the general rule of 14-day isolation/quarantine applicable to any other person entering the country. The requirement of having protection (mask, gloves, disinfectant) and not to show Covid-19 symptoms when crossing the border is still applicable.

The maritime transport, the access of ships to Romanian ports, the inspection and operation of ships will be carried on without restrictions, abiding the prevention measures established by the Ministry of Health.

During the state of emergency, prices for thermic and electric energy, gas, water and fuel cannot be increased over the level of 29 March.

Persons over 65 can also circulate outside the 11:00–13:00 interval but only for solving their medical problems and also between 20:00–21:00 for the needs of their pets. During 11:00 – 13:00 hrs they have priority access in shops.

The prohibition of groups larger than 3 applies only to the pedestrian circulation.

Main measures in force as of 25.03.2020

•Borders are closed for persons who are not citizens of the EU, Switzerland or the European Economic Area; some exceptions: residents, relatives of Romanian citizens, diplomats and expat workers.

•All persons entering Romania are placed into self-isolation or quarantine for 14 days.

•Movement of people outside their homes is prohibited. Movement is allowed only for: the purchase of basic products or work-related products, medical assistance, justified reasons such as child/elderly/sick people care; humanitarian/voluntary activities; blood donation; short trips for individual physical activities/pet needs; in all these cases people must carry a filled-in declaration, based on self-responsibility; movement is also allowed for professional reasons (with a certificate provided by the employer); for performing agricultural activities; or selling agri-food products (in case of farmers).

•In order to justify the reasons for all the above movements, the following is necessary:

all employees have to present, upon request by relevant law-enforcement authorities, an employee-ID card or a certificate provided by the employer

other categories (i.e. owners of individual businesses, members of family businesses, self-employed workers, freelance workers, independent contractors) and the people working in agriculture will present an individual statement written by respective person

the employer’s certificate or the individual written statement can also be digital (presented on the phone, tablet or any electronic device)

•Movement of people over 65 years outside their home is allowed only during 11:00-13:00 hrs and only for the reasons mentioned above. With the exception of people still working or engaged in agricultural activities (as most of the rural residents are elderly people engaged in farming)

•When going out, it is forbidden to form groups of more than 3 people (with the exception of members of the same family)

•Malls' activities are suspended (except for food stores/pharmacies/veterinary stores, laundry shops, optics shops and electronic/household devices which do home deliveries).

•The activity of restaurants, bars, etc is suspended, except those for home delivery, room-service and drive-in

•Indoor cultural, scientific, artistic, religious, sportive, entertainment, gambling, spa and personal care activities are suspended. Dentist activities are suspended (except for emergencies)

•Religious services can continue, however without any physical audience (just on TV and internet).

•Weddings, baptisms, funerals: max 8 people allowed.

•All documents issued by public authorities during the emergency state can be renewed in a period of 90 days after the end of the emergency state.

•Persons breaching self-isolation are moved into guarded quarantine.

•Persons breaching quarantine: their quarantine period is prolonged with another period of 14 days.

•Jail penalties for failing to respect quarantine rules have been increased: up to 3 years in prison; up to 5 years if the consequence is the infection of another person; and 15 years if it results into the death of other persons

•All passenger flights to/from Italy, Spain, Iran France, Germany are suspended for 14 days.

•KLM flights to/from Romania/the Netherlands are suspended during 28.03-3.05.2020

Transport of goods:

•Drivers of freight vehicles with a maximum authorized capacity greater than 2.4 t have the obligation, at the border crossing point, to have with them and to wear individual means of protection, such as disinfectant, gloves, face mask, as well as to present documents attesting the route to destination.

•Drivers of above-mentioned vehicles, who arrive from "red areas" or "yellow areas" or have crossed these areas, are not subject to quarantine or isolation measures, if at the border crossing point they do not show COVID-19 associated symptoms.

•The access of maritime or fluvial-maritime vessels into the maritime-Danube harbours will be allowed only after a period of 14 days of isolation/quarantine from the last stop-over-harbours located in a yellow/red area, in the following two anchor-stations:

Sulina harbour for the ships coming from the Black Sea;

Danube nautical mile 44, for ships coming from the Bastroe channel.
