New Deal for Agriculture in Poland

Most of the proposals are general in nature, and at the moment one can talk about intentions. The laws are to be implemented gradually, but some of the changes will be specified and passed in the fall of this year, so that they can enter into force from 2022.

• New Deal for rural areas and agriculture is to include the development of the Agricultural Code, which is to regulate the rules and laws concerning farming and separate small  from commercial farms.
• Then, the excise tax refund for agricultural fuel will be slightly increased to the amount of PLN 110 / ha (currently it is PLN 100).
• The government announced the expansion of internet services and further intensive digitization of administration in Poland. The digitization will result in simplified procedures and regulations for agriculture.
• The government attaches great importance to energy in the countryside. In New Deal there is a vision of an act allowing for the creation of energy companies with the structure of agricultural cooperatives.
• The government also plans to work on improving the gas infrastructure in the countryside. On the other hand, in areas where the central gas network cannot be build quickly, large gas collectors are to be created to service, for example, 200 neighboring farms.
• In New Deal there are provisions that will allow the construction of small houses - up to 70 sq m - without the need to obtain a building permit, but only on the basis of a notification. It is supposed to be an attractive offer for inhabitants of villages and small urban centers. However, due to the construction danger, a flat roof of the building is the only option for such a house.
• The government also plans to limit the concreting of cities, and thus invest in green roofs and buildings.
