Kazakhstan stimulates agricultural cooperation

Kazakhstan has created legislative and economic incentives for the development of agricultural cooperation. Cooperatives will have an advantage in the distribution of agricultural land, and there is a program of preferential microcredit for businesses in rural areas and other projects. This was announced by Prime Minister Olzhas Bektenov in response to a request from Senate deputies.

The Head of Government noted that joining agricultural cooperatives is the most optimal option for the successful development of private farms and small farms. In particular, they can combine with medium and large agricultural entities in order to increase production and have a guaranteed sale of products.

In particular, the Auyl Amanaty project is aimed at stimulating cooperation, within the framework of which 15.5 thousand microcredits worth 100.5 billion tenge have already been issued. Among them, 442 agricultural cooperatives were financed in the amount of 9.7 billion tenge. Micro-loans with an interest rate of 2.5% are issued for the development of animal husbandry, crop production, agricultural cooperation, as well as non-agricultural business.

In addition, in 2024, amendments were made to the legislation on the use of pastures, providing for the assignment of additional points to agricultural cooperatives participating in competitions to grant the right to temporary paid land use for agricultural production. This gives cooperatives an advantage over other agricultural producers in obtaining agricultural land.

"Currently, agricultural cooperatives also have equal opportunities with other agricultural producers to receive government support," said Olzhas Bektenov.

The country is implementing a rural development concept and a program to increase household incomes until 2029. All support measures are aimed at the development of rural settlements and reducing the outflow of rural population.

In 2024, subsidiaries and affiliated companies of the Baiterek Holding allocated 585 billion tenge to support rural entrepreneurship.
